PTA Council Minutes

                                       Minutes of June 01, 2009

Meeting was called to order by President, John Hannay at 7:43 PM. Quorum was met and the purpose of PTA was read by delegates.

The minutes from the 5/04/09 meeting were discussed, voted and approved

Patricia Gordon from BOE, Patti Caplan and Hon. Liz Bobo and 3 Boys Scout members were present at the meeting.

BOE Report: Ms. Patricia Gordon presented school operating and capital budget numbers and discussed the high-lights of the operating budget. The final budget of approx. $658 Million was passed this morning. State was generous and most of the cuts were non-instructional like automobile reduction, etc. The operating budget for next year may be more problematic. This is the first year where we had reduction from previous year. Ms. Gordon attended 4 school graduation ceremonies and was impressed with the preparation and clock-work operation as the same venue was scheduled for multiple school graduation ceremonies. She is the longest serving board member in HC.

Office of School Superintendent Report: Ms. Patti Caplan provided brief synopsis on high school graduation and eSchoolNews letter change. Ms. Caplan thanked parent involvement for a really great school year. She reported that it was a terrific school year and 4000 students graduated. There were few students who did not compete graduation requirements and has passed HAS. eSchoolNews letter will be transitioned for the coming school year and MIS sciences was selected as the vendor. The new vendor can send messages in multiple languages and eAlert can be sent. At this time John talked about the meeting with the school Superintendent. Going forward more emphasis will be placed on electronic communication. There are 5 Principal retirements resulting in staff shifting. The PTA presidents will be informed of the change in the coming week. The staff changes will be in 4 elementary schools and one middle school which is Lime Kiln.

 Special report on 2009 Maryland Legislation by Liz Bobo : She represents the legislative district from west Columbia which has the oldest schools in the county. Ms. Bobo talked about budget population projections in the downtown Columbia area where there will be 5500 residential units. Howard County school system is one of the wealthiest school systems in the state. She also high-lighted the news article by DeLacy urging changes at the top.

 Treasurer’s Report: Treasurer discussed the budget sheet that was circulated. We are right on target and under budget. The carry over is less than last year as we have put money into leadership.

 Committee Reports

Project Safe After Prom –  Mary Ellen Creasy presented year end report. After prom events were successfully completed for the year and there were no car accidents. We received donations from HCPSS, CTSP, PTA Council and other local organizations. The committee has final after prom meeting on June 10th. We are hosting after prom venue fair on June 17.

Curriculum – Nothing to report

Family Involvement –Book drive has come to an end. Collected over 6559 books and distributed to the matching schools. We met 87% of the request for books and we also donated some books for ESOL program. Prepare for success is a year round program. Please inform locals to donate for prepare for success.

Health and Wellness –  25 schools applied for healthy innovation award. We have 78 members on face book and 19 of them will be coming to Healthy Howard on June 7th.

Legislative – Nothing to report

MD PTA –  Summer Leadership Conference is July 18th. 

Reflections -  30 schools participated and we have some national winners. The theme for next year “Beauty Is…”

Nominating Committee

Nomination of officers was held and the PTA Council officers for next year are as follows: John Hannay President, Cindy Haller Vice President, Chaunfayta Hightower  VP operations, Terri Chiu VP issues, Venu Iyengar recording secretary, Mollie Shea corresponding secretary, and Amy Rivera Treasurer.

We collected data from the delegates regarding the PTA council performance related to things that went well and things to improve. Some of the positive comments received are on-time meetings and meeting location, budget issue was handled in an open and honest way, great leadership, etc. We will summarize the data and take action to improve on the short comings.
